The Chairperson of the Commonwealth Elections Commission, along with the electoral representatives of the United States presidential candidates, shall develop and execute a voter information and orientation campaign on the holding of presidential elections in Puerto Rico. The same shall urge voters to participate in said election and shall advise voters as to the way to mark the ballot to consign their vote.
For said campaign, the Chairperson shall use all communications media and public broadcasting techniques, including television and the Internet. Said campaign shall begin forty-five (45) days before the date the presidential election shall be held, except for the orientation and information campaigns exhorting voters to participate, which shall begin immediately after the date of effectiveness of this act.
