An EU shall not charge a DGIC any fee or charge, or require additional equipment, insurance or any other requirement, unless the fee, charge, or other requirement is specifically authorized in this MDGR or the MDGIR, or the fee would apply to other customers in the same rate class that are not DGICs, or unless otherwise approved by the Commission.
