§ 74b. Municipal health, treatment and diagnosis centers—Audits and evaluation; termination of agreements; regulations

The health services that by delegation of the Department of Health and in accordance with the provisions of §§ 74a—74u of this title, are directly administered and operated by the municipal governments shall be subject to auditing and evaluation by the Department as to their quality, administrative and operational efficiency, and their economic and financial aspects.

The Department reserves the right to terminate any of the agreements granted under §§ 74a—74u of this title when the audits conducted by virtue of this section and the regulations of §§ 74a—74u of this title show that the quality of the services rendered, and that of the operational and financial phase is below the expected and contracted levels. The Secretary of Health shall provide in the regulations the due procedure to notify the mayor of the municipality of its decision to terminate the agreement and to hear what he wishes to allege.
