The Secretary of Health is hereby authorized and directed to negotiate and enter into agreements with those municipal governments that so request it, and that prove to the satisfaction of the Secretary of Health their aptitude and economic capacity needed to directly administer and operate the diagnosis and treatment center or the health center that both parties are currently administering and operating jointly, or those that it is interested in operating in the future. Through said agreements the Secretary shall delegate and confer such responsibility on those municipalities.
