§ 74c. Municipal health, treatment and diagnosis centers—Cost determination; work plan; annual report

The Secretary of Health and the mayor of the municipality shall jointly determine the cost of the organization, administration and operation of each facility during the process of negotiating the agreement. On the grounds of that determination, the two officials shall jointly create a work plan in which the objectives and goals for the corresponding fiscal year and the resources needed to achieve them are established.

Each year the mayor shall submit to the Secretary of Health a detailed report on the operation of the facility, the services rendered, the achievements in terms of the objectives and goals established in the work plan and the cost of the operation during the year. Together with the report, the mayor shall submit a work plan and budget for the following fiscal year for the purpose of consulting and receiving the consent of the Secretary of Health with respect to the contribution to be made by the Department of Health. The Department shall study and revise the work plan and budget and determine whether it meets the conditions and terms of the agreement, whether it is in harmony with the standards and procedures established pursuant to §§ 74a—74u of this title and whether it is feasible taking into consideration the resources of the Department of Health. This working plan and budget shall become a part of the agreement to be granted and shall be used as basic reference to determine its renewal.
