§ 763. Land for coffee and tobacco substations—Seed distribution farms

The Higher Education Council is hereby authorized to lease or acquire by purchase or expropriation in the name and on behalf of the University of Puerto Rico, and subject to the provisions of the University Act, No. 135, approved May 7, 1942, of the Planning and Budget Act, and of §§ 670—675 of this title, lands for the establishment of coffee and tobacco substations, and for the establishment of farms for the production and distribution of selected coffee, tobacco, and subsistence and other crop seeds; Provided, That the coffee and tobacco substations shall be established in the regions where these crops are respectively grown, and that the seed propagation and distribution farms shall be established adjacent to the said substations and to the substations already existing or which may hereafter be established; Provided, further, That the power of expropriation herein granted shall be limited to lands owned by private individuals or entities; Provided, That meanwhile the Experiment Station takes the necessary steps for the purchase of farms for the propagation of fruits, the Chancellor of the University of Puerto Rico shall be authorized to, on behalf of the Higher Education Council, enter into land leases or assignment contracts with private individuals and government agencies for the establishment of fruit trees seedbeds or nurseries.
