The object of this Service shall be the general development of agriculture in the new irrigation district of Isabela by making agricultural experiments. Said Service shall also devote itself to making a series of practical demonstrations on different estates, especially in the sandy districts of that region, with regard to the cultivation of sugarcane, fruits, tobacco, cotton, or any other remunerative crop. This Agricultural Experiment and Development Service shall keep strict account of all expenses incurred in each one of said demonstrations and shall, at the end of each fiscal year, submit a report to the Higher Education Council with regard to its activities during that year.
