§ 311b. Creation; governing board, composition, term, compensation

(a) There is hereby created a body corporate and politic which shall constitute a public corporation or government instrumentality having a juridical personality separate and apart from that of the Commonwealth of Puerto Rico, and shall be known as the Puerto Rico Land Administration.

(b) The powers of the Administration shall be exercised, and its public policy determined, by a Governing Board composed of the Governor of Puerto Rico, who shall be Chairman, the Chairman of the Puerto Rico Planning Board, who shall be Vice-Chairman, the Secretaries of the Treasury, Transportation and Public Works, Agriculture, and Housing, the Economic Development Administrator, and four (4) additional members to be appointed by the Governor, with the advice and consent of the Senate, for a term of four (4) years and until their successors are appointed and take office.

Two (2) of said members shall be persons who have been related to the New Center of San Juan Project established by §§ 141 et seq. of this title, and who are professionally qualified so that, among other things, they may contribute to the endeavor assigned to the Puerto Rico Land Administration to give continuity to the development of said project by virtue of the act which transfers the same to it.
