Any person who, directly or through an intermediary, gives or promises to give money or any benefit to a public officer or employee, witness, juror, arbitrator, or any other person authorized by law to hear or decide any issue or controversy, or to a witness for the purpose provided in § 4890 of this title, shall incur a third degree felony.
