The Secretary of the Treasury is authorized to negotiate and contract with banks for the collection of all kinds of taxes, and the sale of all kinds of internal revenue stamps, vouchers, and any other similar valuables that he deems convenient and necessary as he may specify through regulations. Provided, That the Secretary of the Treasury shall have the power to grant contracts through which the commissions obtained from rendering banking services shall be deducted by the banking institution from the amounts collected, which must be remitted to the Secretary of the Treasury.
