For the collection of the taxes imposed by Title IX of the Political Code, the sale of internal revenue stamps and the collection of the other taxes, as well as for the performance of other duties authorized by the Secretary of the Treasury, the Secretary of the Treasury is hereby empowered to create whatever number of collection centers are needed for such purposes; and to appoint a collector in each of said districts, with the remuneration fixed by law, who shall post bond to the Secretary of the Treasury in behalf of the Commonwealth of Puerto Rico, in the amount determined by the Secretary of the Treasury. Said bond shall be approved by the Secretary of the Treasury, with respect to its form and execution, and with regard to its sufficiency. Said bonds shall be posted to cover the liability of the collectors for all revenues and moneys they collect and receive. Provided, That the Secretary of the Treasury shall have the power to authorize the sale of internal revenue stamps and any other securities that he/she is bound to sell, using whatever methods are needed to establish a complete and adequate system for the sale of these securities, as established by regulations, provided that the requirements imposed by §§ 316a and 316b of this title are complied with.
