Beginning on Fiscal Year 2011-2012, and as long as the difference between the price of biodiesel B2 and diesel oil does not exceed five percent (5%), all the agencies, instrumentalities, and public corporations of the Government of Puerto Rico shall acquire pre-blended biodiesel B2 in their fuel bids for diesel engines. The Energy Affairs Administration shall provide such agencies, instrumentalities, and public corporations with the necessary guidance to carry out such task.
