The Energy Affairs Administration is hereby empowered to adopt the regulations and administrative guidelines necessary to comply with the provisions of this chapter, including regulations about biodiesel storage and the blending thereof with diesel oil and impose penalties for violations as provided under Act No. 128 of June 29, 1977, as amended. An exception shall be made on the sale price of biodiesel, either pure or blended, at all levels. The Department of Consumer Affairs is hereby empowered to include and regulate the price of biodiesel as a fuel in Price Regulation No. 45, regarding the control of fuel sales prices in Puerto Rico. The Administration and the Department of Consumer Affairs (DACO, Spanish acronym) shall promulgate the regulations described herein within nine (9) months after the approval of this act.
