The State Election Commission shall adopt the rules for the Referendum at least sixty (60) days before the same. Any amendment proposed to these regulations shall be set forth before the Commission by one of the Election Commissioners and shall be approved by a majority of votes of the Commissioners present at the time of the voting. Any amendment submitted to the consideration of the State Election Commission that does not obtain a unanimous vote shall be decided, in favor or against, by the President, whose decision shall be deemed to be the decision of the State Election Commission, and may be appealed in the manner provided in the Election Code. Provided, that any amendment made during the last twenty (20) days before voting, and until the end of the canvassing, shall be approved by the unanimous vote of the Election Commissioners.
