No person with a physical, mental, or sensory disability may be deprived from receiving the benefits of a program when the physical facilities of the public or private institution are inaccessible; Provided, That in that case, the institutions concerned shall take the affirmative measures needed to eliminate the physical, structural or other conditions which make the facilities inaccessible.
