P.R. Laws tit. 18, § 274
The Secretary of Education may permanently cancel the certificate of any teacher, or suspend such certificate for a definite period of time, through the procedure below, for any of the following causes:
(a) Prevarication, bribery or immoral conduct.
(b) Incompetency in the discharge of his duties as a teacher.
(c) Negligence in the discharge of his duties as a teacher.
(d) Insubordination.
(e) Conviction by a court of law for any felony or misdemeanor involving moral turpitude.
(f) For incurring conduct prohibited by § 3.14 of Act Aug. 28, 1990, No. 68.
(g) Disorderly or improper conduct, or actions that could be harmful to the reputation of the public education system of Puerto Rico.
(h) Holding a certificate through fraud or deceit.
(i) Incurring violations to §§ 1801 et seq. of Title 3, known as “Ethics in Government Act of the Commonwealth of Puerto Rico”, as administratively determined by the Director of the Government Ethics Office or by a court with competent jurisdiction.
