The Division of Public Welfare of the Department of the Family is hereby authorized to permit the blind covered by the Program of Home Teaching Classes to retain for themselves the articles they have made from the raw material provided to them in the classes for such purpose. The blind shall not receive any compensation for those articles and they may dispose of them in the manner they deem most convenient.
