(a) The sum of twenty thousand dollars ($20,000) is hereby appropriated from unencumbered general funds for the contracting of physicians who shall render services in the municipal charities. The Governor of Puerto Rico is hereby authorized to contract for the services of such physicians.
(b) The Secretary of the Treasury of Puerto Rico shall place at the disposal of the Governor of Puerto Rico, for the contracting of said physicians, the sum appropriated by this section, in addition to the unencumbered balances that may remain as of June 30, 1953, in the appropriation provided for these purposes by Act No. 25 of August 21, 1948.
(c) The Governor of Puerto Rico, in consultation with the Secretary of Health and the Secretary of the Treasury, shall distribute the physicians so contracted among the municipalities most in need of their services.
