Section 3.07 - Organization of office; officers and employees1. Notwithstanding any inconsistent provisions of law, the commissioner may, from time to time, create, abolish, transfer and consolidate divisions, bureaus, boards, commissions and other units within the office as he may determine necessary for the efficient operation of the office, subject to the approval of the director of the budget, except that the council of parks, recreation and historic preservation, the several regional park, recreation and historic preservation commissions and the state board on historic preservation shall be continued as provided in this chapter.2. The commissioner may appoint such deputies, directors, assistants and other officers and employees as may be needed for the exercise and performance of his powers, functions and duties and may prescribe their powers and fix their compensation within the amounts appropriated therefor.N.Y.
