Section 285.6 - Conduct of hearing(a) There shall be no right of appearance or of cross-examination except to board members.(b) A board of inquiry shall decide for itself whether witnesses are to be placed under oath.(c) The return dates of notices of public hearings and of subpoenas shall be fixed at the reasonable discretion of the board.(d) Refusal of a witness at a hearing before a board of inquiry to answer any question which has been ruled proper may be referred to the Industrial Commissioner for such action as may be taken under section 406 of the Civil Practice Act.(e) Contemptuous conduct at any hearing before the board of inquiry shall be grounds for exclusion from the hearing.N.Y.
