Sec. 3.
(a) Any party may participate in a proceeding in person or by an authorized representative.(b) Whether or not participating in person, any party may be advised and represented at the party's own expense by counsel or, unless prohibited by law, by another representative.(c) A representative or any attorney shall serve an appearance on the commission at or before the prehearing conference.
