As used in this chapter, unless the context clearly indicates otherwise:
"Director" means the director of transportation or his authorized representative.
"Highways division" means the highways division of the department of transportation of the State of Hawaii.
"Major traffic accidents" means all motor vehicle accidents which occur on public highways and streets resulting in death, personal injury, or damage to property of $300 or more.
