(a) The Secretary is hereby authorized to provide through regulations for the control of emissions by motor vehicles. Such regulations may establish the requirements for the installation and use of equipment designed to diminish or eliminate emissions, and for the adequate maintenance of such equipment. Same shall be adopted to the federal provisions on the control of emissions from motor vehicles. The inspection or certification of any equipment created to control the emissions of motor vehicles shall not be required as a precedent condition upon the initial sale of a vehicle, if such equipment has been certified or approved in accordance with federal legislation.
(b) No person shall cease to maintain in good condition or remove or render inoperable any equipment required by the Secretary through regulation for the control of emissions of a motor vehicle. If so done, the license of said vehicle may be revoked, through the procedure provided for in Act No. 141 of July 20, 1960, known as the Vehicle and Traffic Law of Puerto Rico.
(c) For the purposes of implementing the provisions of this section, the Secretary shall provide the agency in charge of the administration of the Vehicle and Traffic Law, Act No. 141 of July 20, 1960, of all the technical information necessary for the control of the emissions from motor vehicles.
