The Secretary shall classify the sources of air contamination by means of regulations, considering the levels, types of emission and any other pertinent characteristics for the purposes of establishing the requirements for the control, prevention and diminution of air contamination. The requirements established by the Secretary may vary in their applicability to different areas of the Commonwealth, in consideration of factors such as number of inhabitants per square mile, proximity of poultry, livestock or agricultural industries, movement and direction of air, and any other relative factors. The Secretary shall make periodic revisions to the classifications established, and of their applicability to different areas, as the conditions of atmospheric contamination vary and the characteristics of such areas.
