Applications for federal funds for the construction or modernization projects for health facilities for which federal funds are requested shall be submitted to the Secretary. These applications may be submitted by the state government or any political subdivision thereof or by any nonprofit institution authorized to construct and operate a health facility. Each application for a construction project shall conform to federal and state requirements.
