The Secretary shall prepare and submit to the Secretary of Health, Education and Welfare or to the Surgeon General, as the case may be, state plans which shall comprise the program for construction or modernization of facilities developed in accordance with this chapter, and which shall provide for the establishment, administration and operation of activities proper to the construction of facilities in accordance with the requirements of the applicable federal and state laws and regulations established thereunder. Before submitting such plans for consideration and approval, the Secretary shall give adequate publicity to the most important provisions proposed therein and shall hold public hearings or audiences at which all persons or organizations having a legitimate interest in the plans shall be afforded ample opportunity to express their views and opinions. The Secretary shall review once in a while, but not less than once a year, the programs for the construction or modernization of health facilities and shall submit to the pertinent authorities any modifications which he may deem necessary thereto.
