The programs planned for the construction of health facilities shall take into consideration the population of the entire territorial area of Puerto Rico, and insofar as it is possible, insure that such facilities be distributed throughout all the territory of Puerto Rico in such a way as to make the health services available to all persons, and being especially careful to provide the services needed in rural areas and low-income areas.
