The regulations contained herein shall be understood to set forth rules for safeguarding life, limb and property by specifying minimum standards for the construction, installation, operation, inspection and repair of boilers and pressure vessels. There shall be a joint responsibility among the owner, user, and the operating employees for a compliance with these rules and regulations.
