In every audio presentation (including video without visual material) which solicits savings investments, or contains a reference to interest rate or rates paid on savings investments, the absence of insurance shall be set forth in the transmission. The required information shall not be presented in an ambiguous fashion, obscured within the context of other material, or diminished in clarity by sound modulation or speed of presentation.
