The project consists of increasing the capacity of an existing water treatment plant by nine million (9,000,000) gallons per day, improving a second water treatment plant, implementing a well head protection program and providing the appurtenances necessary to make the project complete and function in the manner intended. In addition, not to exceed three million dollars ($3,000,000.00) of the loan authorized by this act [§§ 99-1-401 through 99-1-406] shall be used for the procurement of water supply facilities necessary for the Natrona County Regional Water Supply Project.
