The commissioner may promulgate any rules necessary to carry out the purposes of this subchapter. Notwithstanding s. 227.24(1) (a) and (3) , the commissioner may promulgate rules under this section as emergency rules under s. 227.24 without providing evidence that promulgating a rule under this section as an emergency rule is necessary for the preservation of the public peace, health, safety, or welfare and without a finding of emergency.
