Section 417-15 - Voting

Except as otherwise provided in this chapter, each member of the Board of Supervisors shall be entitled to cast one vote for every 3,000 population, or part thereof, in the municipality that he or she represents. The determination of population shall be made based upon the latest census provided by the State of Vermont. Any member town that is the site of a major District facility shall be entitled to one additional vote. A member or an alternate of the Board of Supervisors may not split his or her votes. Any action supported by a minimum of three communities and adopted by a majority of the votes cast at a meeting of the Board of Supervisors at which a quorum is present shall be the action of the Board, except as otherwise provided in this chapter. Meetings of the Board of Supervisors or any committee thereof may be conducted by electronic or telephonic means, provided that all participants are able to communicate with one another, that a record of such proceedings is prepared and circulated among all members of the Board of Supervisors within 72 hours of such meeting, and the meeting complies with all requirements of the Vermont Open Meeting Law.
