The District includes all the lands within those municipalities that vote to approve and enter into this chapter. At the time of its creation, those municipalities are Belvidere, Cambridge, Craftsbury, Eden, Elmore, Hyde Park, Johnson, Morristown, Stowe, Waterville, Wolcott, and Worcester.
