Section 61.104 - Effective Date and Duration of Proclamations(a) Except as provided in Subsection (b) of this section, a proclamation takes effect at the time determined by the commission. The time designated by the commission may not be earlier than 20 days after the day the proclamation is adopted by the commission.(b) If the commission finds that there is an immediate danger of depletion in any area as to a species, the commission may declare a state of emergency, and a proclamation issued under the state of emergency takes effect on issuance.(c) A proclamation of the commission continues in effect until it expires by its own terms or until it is amended or repealed.Tex.
