Section 54.618 - Powers of Board(a) The board has the powers necessary or proper to carry out this subchapter.(b) The board may: (1) adopt an official seal;(2) adopt rules to implement this subchapter;(4) enter into contracts and other necessary instruments;(5) enter into agreements or other transactions with the United States, state agencies, including institutions of higher education, private or independent institutions of higher education, career schools and colleges, and local governments;(6) appear in its own behalf before governmental agencies;(7) contract for necessary goods and services and engage the services of private consultants, actuaries, trustees, records administrators, managers, legal counsel, and auditors for administrative or technical assistance;(8) solicit and accept gifts, grants, loans, and other aid from any source or participate in any other way in any government program to carry out this subchapter;(9) impose administrative fees;(10) contract with a person to market the program;(11) purchase liability insurance covering the board and employees and agents of the board; and(12) establish other policies, procedures, and eligibility criteria to implement this subchapter.Amended by Acts 2003, 78th Leg., ch. 364, Sec. 2.06, eff. 9/1/2003Amended by Acts 2003, 78th Leg., ch. 817, Sec. 8.21, eff. 9/1/2003.Amended by Acts 1999, 76th Leg., ch. 1181, Sec. 4, eff. 9/1/1999Added by Acts 1995, 74th Leg., ch. 1032, Sec. 1, eff. 9/1/1995.
