The neglect or refusal on the part of the state treasurer, or of any of the commissioners of the sinking fund to perform the duties in this act enjoined upon them, or the withdrawal of any of the moneys deposited for payment of interest for any other purpose, shall be a misdemeanor in office, for which they or either of them, may be impeached, and upon conviction thereof removed from office.
