Section 3871 - Agents to negotiate loans

The governor of the commonwealth is hereby empowered, if he shall deem it expedient, to employ an agent or agents, residents here or abroad, to negotiate, either in the United States, or, if necessary, in Europe, such loans for the commonwealth as now are or may hereafter be authorized by law: Provided, That no person, a member of either house of the legislature, when the loan is authorized, be capable of receiving said agency.
