The auditor general shall annually report to the legislature a list of the accounts which remain unsettled, and the reason therefor, and the state treasurer shall annually report to the legislature a list of the accounts on which balances remain due to the commonwealth, which are not in a course of recovery by law, and the reasons therefor.
