It shall be the further duty of the auditor general, upon presentation to him of any receipt of the state treasurer in due form for fees, emoluments or perquisites, after the same shall have been duly countersigned and entered, to draw his warrant upon the state treasurer in favor of the proper officer, agent or employé, for so much of the amount receipted for as said employe is entitled by law to receive for his own use, and to charge the said officer or employe with the amount of said warrant in the salary account of said agent, officer or employé.
