In place of the membership of the Secretary of Community Affairs on the board of directors of the Pennsylvania Economic Development Financing Authority under section 6.1(b)(4) of the act of August 23, 1967 (P.L. 251, No. 102), known as the Economic Development Financing Law, the Governor shall make an additional appointment undersection 6.1(b)(1) of the Economic Development Financing Law.
