Section 1. Public Service Institute Board.--The Public Service Institute Board, as established by section 202, with its powers and duties as set forth in section 1313 of the act of April 9, 1929 (P.L. 177, No. 175), known as "The Administrative Code of 1929," except as is provided insection 2 of this Reorganization Plan, is transferred from the Department of Education to the Department of Community Affairs.
Section 2. Pennsylvania State Firemen's Training School.-- The Pennsylvania State Firemen's Training School and the powers and duties of the Department of Education and the Public Service Institute Board pertaining thereto, as set forth in the act of May 26, 1949 (P.L. 1844, No. 547), entitled "An act establishing the Pennsylvania State Firemen's Training School in or adjacent to the borough of Lewistown; providing for its operation and maintenance by the Department of Public Instruction; authorizing the acquisition of a site either by gift or purchase by the Commonwealth or by The General State Authority, or the use of land now owned by the Commonwealth; providing for the erection or construction and the furnishing and equipping of the buildings and structures by The General State Authority, and the leasing thereof by the Commonwealth; and conferring powers and imposing duties upon the Department of Public Instruction and the Public Service Institute Board," are hereby transferred to the Bureau of Vocational Education in the Department of Education.
Section 3. Personnel, Records, Appropriations.--There are hereby transferred to the Department of Community Affairs, to be used, employed and expended in connection with the functions, powers and duties transferred by section 1 of this Reorganization Plan, personnel, contract obligations, if any, records, files, property, supplies and equipment now being used or held in connection with such functions, powers and duties, and the unexpended balance of appropriations, allocations and other funds available or to be made available for use in connection with such functions, powers and duties.
The second paragraph of section 1804 , act of March 10, 1949 (P.L. 30, No. 14), known as the "Public School Code of 1949," amended January 14, 1970 (P.L. 468, No. 192) , relating to the election by the State Board for Vocational Education of principals, instructors and lecturers for the Public Service Institute.
