Section 1. The Pennsylvania Human Relations Commission, together with all its powers, functions and duties as set forth in the acts of October 27, 1955 (P.L. 744), as amended, and July 17, 1961 (P.L. 776), as amended, is transferred from the Department of Labor and Industry, where it has been a departmental administrative commission, to the Governor's Office, where it shall be an administrative commission with all the powers, functions and duties it previously possessed.
Section 2. There are hereby transferred to the Governor's Office to be used, employed and expended in connection with the powers, functions and duties transferred by section 1 of this Reorganization Plan, the records, contracts, files, equipment, property, personnel and the unexpended balances of appropriations, allocations and other funds available or to be made available for use in connection with such powers, functions and duties, now being used or held in connection with such powers, functions and duties.
Section 3. Section 6 of the act of October 27, 1955 (P.L. 744), as amended, is suspended in so far as it locates the Pennsylvania Human Relations Commission within the Department of Labor and Industry, and clause (4) ofsection 3 of the act of July 17, 1961 (P.L. 776), is suspended in so far as it describes the Pennsylvania Human Relations Commission as within the Department of Labor and Industry.
