Except as otherwise specified in this act, said collector shall have all the powers, rights, and remedies to compel the payment of taxes, and shall be subject to all the penalties and liabilities, and duty to make return of unpaid taxes, in force under existing laws with reference to tax collectors of the respective municipal corporations for which he acts.
