Council and the mayor, or either, shall have the right to call for such information from every department, either at stated intervals or from time to time, as they or either of them may think proper; and it shall be the duty of the head of each department, upon request by either the mayor or the council, to furnish to either full access to the books and records of his department, and as full information as to the operation of the same, as the said mayor or council may require.
