No enactment of the legislature heretofore made shall be construed to authorize the building or extension of wharves into the river Delaware in front of the city and county of Philadelphia, or the establishment of wharf-lines, unless said wharves and lines shall first be approved by the board of wardens for the port of Philadelphia.
