The jurisdiction, power and authority heretofore conferred on the wardens, or board of wardens, for the port of Philadelphia, shall be and the same are hereby extended to embrace a like jurisdiction, power, and authority over any and every navigable stream within the county of Philadelphia, and all wharves or wharf structures heretofore or hereafter built or constructed on any such navigable stream, which shall be licensed by the said board of wardens, shall be considered a lawful structure, unless such license be vacated or set aside on appeal from the said board of wardens, in manner and form as provided by law.
