Article sixteen, relating to the city council, shall go into effect so far as regards the election of councilmen upon the approval of this act. The terms of all councilmen in office and the terms or employment of all officers and employes of the council or councils in such cities shall cease and determine on the first Monday of January, one thousand nine hundred and twenty.
