In addition to the amounts specified heretofore, each person, other than a member of the General Assembly, whose compensation is fixed in this act, shall be paid an amount equal to ten per cent of the compensation specified, prorated to each pay period, beginning with the pay period during which this amendatory act becomes effective and continuing thereafter.
