Commencing at a point on the boundary line of the city of Meadville, and running by way of Cochranton to a point on the dividing line between Crawford and Mercer counties, thence by way of Carlton to a point on the dividing line between Mercer and Venango counties, thence to Wyattsville, thence over route ninety to a point on the boundary line of the city of Franklin, Venango County.
