Section 3104 - Saving clause(a) The provisions of this act, as far as they are the same as those of existing laws, shall be construed as a continuation of such laws and not as new enactments. The repeal by this act of any provisions of law shall not revive any law heretofore repealed or superseded, nor affect the existence or class of any county heretofore created. The provisions of this act shall not affect any act done, liability incurred or right accrued or vested, nor affect any suit or prosecution pending or to be instituted to enforce any right or penalty or punish any offense under the authority of such repealed laws.(b) All resolutions, regulations and rules made pursuant to any act of Assembly repealed by this act shall continue with the same force and effect as if such act had not been repealed. All local acts of Assembly applying to the County of Allegheny not specifically repealed by this act shall continue in force and any provisions of this act inconsistent therewith shall not apply to said county.(c) All acts and parts of acts of Assembly relating to counties or to particular classes of counties in force at the time of the adoption of this act and not repealed hereby shall remain in force in the same manner and with the same effect as prior to the adoption of this act.1953, July 28, P.L. 723, art.
